The Hong Kong Council of Social Service (hereinafter referred to as the Social Service Federation) is a federation organization representing non-governmental social service organizations. The establishment of the Federation of Social Sciences originated after the end of the Second World War. At that time, Hong Kong society needed a lot of large-scale relief work. The Social Council was established in 1947 to coordinate and plan increasingly diversified relief and welfare services. In 1951, it officially became a statutory body under Chapter 1057 of the Hong Kong Law. After the war, Hong Kong developed by leaps and bounds and social welfare services have also become one of the focal points of government development. The Hong Kong Council of Social Welfare has been sticking to its posts and has become an important partner of the government in the development of social welfare since the 1970s. At present, there are more than 480 institutional members of the HKCSS. They provide high-quality social welfare services to the people of Hong Kong through more than 3,000 service units.
